Community Buildings Re-opening - Update 22 April 2021

22nd April 2021

Information surrounding Coronavirus and COVID-19 may change; ACTion with Communities in Cumbria (ACT) recommends that everyone should follow the Government guidance and keep abreast of the event changing situation.

This is Version 10 of the ACRE information for village halls and community buildings preparing to re-open in line with the Government's 4 step Roadmap out of Lockdown. Provided separately are: Appendix D(a) 'Activities Table' listing common activities held in halls and what step they are permitted, and Appendices F and G risk assessments. Version 10 updates are listed at the start of the document.

Please contact us at ACT for Word versions of template appendices for use.

The ACRE Information Sheet is provided with the purpose of assisting halls to interpret the Government guidance and find a way forward to re-opening in line with the Government's 4 step Roadmap out of Lockdown. Please ensure you're using the latest version 10 (dated 22 April 2021). The Information Sheet may be updated in accordance with any further changes to the Public Health Regulations and subsequent Government guidance.

Thank you for your continued questions and suggestions for the ACRE information and Government guidance. Your feedback helps us to work with ACRE and relevant Government departments to review, clarify and provide better information.

Not planning to re-open until Step 4? Will it be ‘business as normal’?

This seems unlikely. The Government’s roadmap says the intention is "the removal of all legal limits on social contact" at Step 4 (May 17 at the earliest) which indicates that the ‘rule of 6 or two households’ will be relaxed.

However, the Roadmap also says: "We are going to have to keep living our lives differently to keep ourselves and others safe....". Consequently, we must anticipate that certain Covid-19 secure measures will continue for some time, such as: Covid-19 risk assessment; wearing face coverings; use of hand sanitiser or washing hands regularly; cleaning frequently used surfaces between hire; special conditions of hire. If social distancing requirements were also to remain in place (2m or 1m with mitigation) that would also affect capacity limits for certain events or venues.

Even if you don’t plan to re-open until after Step 4, it’s advisable to start to plan now, take note of the ACRE information and template documents for use.
