Community Buildings Re-opening post COVID-19 closure - Update 26 March 2021

Information surrounding Coronavirus and COVID-19 may change; ACTion with Communities in Cumbria (ACT) recommends that everyone should follow the Government guidance and keep abreast of the event changing situation.

This is the ACRE information for village halls and community buildings preparing to re-open in line with the Government's 4 step Roadmap out of Lockdown. A new additional Appendix D(a) 'Activities Table' lists common activities held in halls and indicates what step they are permitted. Appendices F and G are also provided separately. Please contact us at ACT for Word versions of template appendices for use.

The ACRE Information Sheet is provided with the purpose of assisting halls to interpret the Government guidance and find a way forward to re-opening in line with the Government's 4 step Roadmap out of Lockdown. Please ensure you're using the latest version 9 (dated 26 March 2021) available below, with relevant appendices also available as Word documents for use. The Information Sheet may be updated in accordance with any further changes to the Public Health Regulations and subsequent Government guidance.

Please note on page 15 details of the Government's new Restart grant available from 1st April. Like the previous RHL grant and Lockdown payment, the Restart grant is based on rateable value. The ARG - Additional Restrictions Support Grants (discretionary) remain available also. Applications for both close on 30th June.

Parish / Town Council meetings

Local authorities and similar bodies have been advised that the legislation allowing Council meetings to be held online after 7th May will not be extended. Councils are encouraged to allow the public to attend meetings online if they wish until Step 4.

Separate guidance has been issued on how to hold meetings in person safely in Council buildings: The ACRE Information reflects this Guidance and can be followed where a Council meets in a hall when it does not have its own building, or needs to use larger premises to achieve social distancing.

An online survey consultation has also been issued about whether there should be permanent arrangements allowing Council meetings to take place online, which closes on 17th June:
